Hell, even Vampires start with 1+ heroes. Let alone more.Ĭompare to many other factions, especially modern ones, which start with at least a hero. And you won't have T3 until turn 15+ most likely. And top it off with terrible troop options, Empire T1 infantry is frankly, garbage tier. The rebels in every other part of the province. Not even a single hero to help him out until you get a Quest battle a few turns in. Their big issues - at least for Karl Franz - is his start is awful. So yeah, playing exploitatively shouldn't be needed just to play a campaign. I gave up on a game that to that point I'd probably played more than any other by a long shot.
